What is a Tariff Concession Order (TCO)?
A Tariff Concession Order (TCO) grants importers duty-free entry for certain imported goods when no substitutable products are manufactured within Australia. The primary objective of TCOs is to reduce costs for Australian businesses and enhance their competitiveness.
What does ‘substitutable goods’ under the Customs Act mean?
A substitutable good refers to an item produced locally in Australia that is functionally like the imported item. While it may not be identical, it is considered substitutable if it performs the same essential function or purpose.
How do we help with TCOs?
The Industry Capability Network, inclusive of all state divisions, is officially designated as the sole prescribed organisation under Paragraph 144, Part 16 of the Customs Regulation 2015.
We conduct research on locally produced substitutable goods and providing a formal letter detailing the findings which are then used as supporting information to support the decision-making process of Australian Border Force.
What information do I need for ICN Victoria’s research?
At a minimum, the research application form must be provided with additional descriptive materials such as product brochures, detailed specifications, or technical drawings are strongly encouraged to facilitate thorough research. We may request further information during the assessment.
How long does the whole TCO process take, and what’s the outcome?
Most research is completed within ten business days; although sometimes it may take a little longer depending on the complexity involved.
How do I kickstart a TCO research request?
- You, or your customs broker, fills out and submits completed research application form along with any relevant Illustrative Descriptive Material (IDM), such as brochures or technical specifications, to our team at tco@icnvic.org.au.
